live chat image on the site

I'm in need of someone to provide me with some help on the coding part for the website as it seems we can't find the code to have the 'live chat' icon / image stick on the left side of the site where it is movable when we are scrolling up or down just as attached screen shot. If someone know how to do it or the code, please help. Thanks
