How to install software when there are no apt-get, dpkg, dselect

Dear,
I'm a newbie. I ordered a MiniVPS from FiveMinuteVPS for my friend. It is Debian 4.
But when I want to install a software as debian-doc-manuals said, I met problem:

# apt-get
-bash: apt-get: command not found
######
######
# dselect
-bash: dselect: command not found
######
######
# dpkg
-bash: dpkg: command not found
######
######
# wget
wget: missing URL
Usage: wget -OPTION-... -URL-...
Try `wget --help' for more options.
######
I tried to submit a ticket to FiveMinuteVPS, but he reply that it need a management number to install a specialized software which requires management. I don't pay for management($7 or $10 ), so post here to looks for help.

download the source and configure/make/make install... but depends on the softwares....

you need to use wget
usage is as follows
wget http://someurl.somesite.com/somefile
This will download it to the server then you will need to either install it ( if it is an rpm file) or unzip / untar it then configure / install it

Yes, I got it. Download source tar via wget and configure - make - make install them. And it works!

Here... that's how you get to install dpkg and apt-get :-)
dpkg
apt-get
there is no make install for apt, so you need to do that manually
now make sure to create /etc/apt/sources.list
to finish
