Outlook can not send mail, Error 0x800CCC19

My vps is running on Hypervm/Koloxo
Mail server - qmail
Every thing was working fine, but suddenly outlook stopped sending mails, every time I try to send mail, it gives me following error
"A time-out occurred while communicating with the server. Account: 'xxxx', Server: 'xxxx', Protocol: SMTP, Port: 25, Secure(SSL): No, Error Number: 0x800CCC19"
Sent mails remains in queue.
However, Still I can receive mails but can not send.
Any idea, what's happening here.

If you have an anti-virus, try to disable it temporarily:

If it's Outlook Express, I know there's a bug that makes it unusable (giving strange errors all the time) and you have to reinstall it to fix it.

I can not even send mails using webmail, so that may not be a problem of outlook.

As the error message indicates, it's a timeout. Google results suggest AV software but the most common reason in my experience is ISPs blocking port 25. Try this, from a Dos prompt:
If you are blocked, switching to 26 or some other alternative port should fix it, but you'll have to tell the mailserver to listen on that port as well.
Edit: OTOH if you can't send via Webmail either then this isn't your issue!

Hi,
Check if there any outbound connection issues in your server. In my guess, you cannot ping/dig remote domains from your server. Please check it.

I think it might be problem also accur when you have your firewall and
virusscanner disabled if so update your software and reconfigure it. Hope this might help.

You should really have posted in the Kloxo forum at forum.lxcenter.org, but, I guess it is fine here (just happened to run across it here).
Check a few things:
Do that through SSH.
If you are successful with pinging, then check to see if you have ClamAV enabled (Server Home->Mail Settings). If it is, disable it.
If it isn't enabled, or that doesn't fix it, run this:
and make sure you have enough RAM.
If all of that is good and fine yet you still can't send mail, then check to make sure qmail is running:
If that doesn't fix it, then do this and post the result here:
The last one is most likely the culprit. Make sure it is running and everything is fine.

if you use something like apf or csf, make sure the configuration set properly.
