I doubt if the whois on IP can be hidden. You can hide IP to which domain points to using Cloudflare CDN. But, not on the IP address.

Sounds like he wants to hide the VPS IP from the client who bought that VPS from him (the OP).

This is not possible. Whois will show the IP assignment details.

Sounds like you need to spend some time with DNS and IP before you sell anymore VPS to anyone. Don't take this as a criticism but a piece of advice which can save you from lots of criticism from your clients. Service is everything in hosting business and to deliver it well, you must first know how to do the job good.

What exactly the VPS will be used for ? Is it going to be a webserver or going to play some other role? If you want to hide your IP, may be you can ask your server provider (DC) about this whether they provide any masking from their end.

Your IP's will have datacenter's who is record unless you buy those IP's and set your own ARIN record. Your customer would still be able to find your upstream provider since there are may tools available online to find this information easily.

If you got other IP's available with the whois information you want on them you can probably setup a NAT proxy to it with iptables. Your request doesn't make much sense with hiding IP ( what you probably ment by that is to hide whois information in which case why not request a whois swip from datacenter ?).
