localhost could not be resolved to an ip adddress, please check your /etc/resolv.conf at /usr/local/cpanel/Cpanel/HttpRequest.pm line 318.
what could be the issue?

Please print the contents of '/etc/hosts' like so:
[root@server ~]# cat /etc/hosts

As he mentioned. Likely the local hostname is incorrect in the hosts file or isn't there completely.
A quick fix is whatever your FQDN is for the server, example: server1.myserver.com
Type:
hostname server1.myserver.com
Then try the update. If that fixes it then you have a hosts file issue or you just need to set the hostname correctly.

This could be a firewall issue and check if yum is working correctly in your server.

in this case i run stat /usr/bin/perl and i check what the permissions are.
the permission is already 755 as it has. Also i check in /etc/hosts if there's an entry for 127.0.0.1 localhost.
still errors. Once before i click domain/cpanel and i get an internal server error i thought that the vps had crashed
The guys at cpanel added a working resolver to the /etc/resolv.conf.
Apache stucks all the time.
they investigate that the VPS provider capping the ram use, this would cause the issues that i have
open3: fork failed: Cannot allocate memory at /var/cpanel/perl/easy/Cpanel/Easy/Utils.pm line 793
That memory error is clearly coming from the OS/system itself, and not the cpanel software so the provider has to be the one to fix that.
probably gentlemen his box is running out of memory.... 768 m is allocated to my box normally everything had to work properly

Check your /etc/hosts file and see if the following lines are there, if not please add it to the /etc/hosts file.
# vi /etc/hosts
127.0.0.1 localhost
IP Your Hostname

getfacl usually is a part of your mounted file system.
make sure you got your mountpoint correctly set to work with acl.
