ping the ip and look at the latency, Doesn't look to be CPU or memory lag. And the server was recently restarted? Everything could just be coming back up slowly, give it a few minutes and try again. If it persists, check the latency to make sure it's not network lag.

Looks like network rape tbh then

I get an average of about 110ms with 0 packet loss - it's not too bad but if the lag persists for too long, contact your provider.

What port speed is the box on and what is the usage like when the lag occurs? Could be that the link is near-saturated.

I'm not getting any packet loss either. However, it certainly sounds like a network issue. The fact that you ARE getting packet loss might indicate its your connection, or somewhere along the route that is causing the issue. You could try doing a traceroute to see if that helps pinpoint the source of the issue.

Attempting tracert now. Will post details after.

Ok i cant see the issue there untill it hits burstnets network...

It looks like you're with BurstNET. We're having similar issues this morning and opened a ticket about 20 minutes ago. They're looking into it. I see loss from some looking glasses (XO, Sprint and Qwest) but not others (Level3), so it doesnt appear to be affecting everyone the same way.
