What are some things I need to do to be able to offer VPS on my dedicated server? What are my software/hardware needs, etc.?

Check on SolusVM if you wish to run on CentOS.

Well bud im asking the same sort of questions so would be glad to offer what i have learnt (xen style).
If your planning of using CentOS 5.5 (this is what i would use) then you would need to install Xen and then either HyperVM or SolusVM as a control panel. I am then pretty sure you just upload your other web hosting pannel through the VPS control panel.

Try Plesk Virtuozzo, it is one of the best and easily manageable

For virtualization tech, I'd recommend Xen. I'd much prefer to use KVM, but neither solusvm/hypervm offer it yet...hopefully in early 2011. Personally I consider openvz not suitable for my needs - I want to offer "real" VMs - dedicated CPUs, dedicated memory and disk, not something container based. If you're looking to oversell/offer cheap VPS, openvz might be a reasonable solution for you.
My recommended soln would be solusvm + centos + xen

Really comes down to the size of the VPSs you want to offer, and if you want to oversell. At a minimum, SolusVM doesn't want to be on the same server as the VM server, so you need a separate server or a VPS from your provider. I'd look for a server with at least one multi-core cpu that supports hyperthreading, a good amount of RAM, and lots of fast disk. (from my exp, VM servers run into disk IO bottlenecks long before cpu/memory)

It depends on what you want to run...OpenVZ is good for running *nix based VEs, Xen, ESXi, etc. if you need Windows.
OpenVZ is probably the easiest, I suggest playing with it CLI style to get to know it before throwing a control panel on. You'll be glad you did "down the road".

Ok back with more questions:
How would I run something like xen + centos + solusvm and use cpanel? If I wanted to offer cpanel on each vm, would I need individual cpanel licenses for each?

Yes, there is a cPanel for VPS and it is cheaper compared to ordinary cPanel license.

centos 64bit OS + SolusVM will do you well. I would go with OpenVZ over XEN.

Xen, a para-virtualisation platform that gives you much of the dedicated server behaviour.
On the other hand you have OpenVZ, an operating-system level virtualisation system that is just a thin layer on top of the underlying OS.
Both of them are different technologies and it depends on what type of application are to be hosted on the VPS.
