Server Provider Bursabil (https://www.bursabil.com.tr/) is not give me any response , please tell me what should i do , we have submitted ticket many times and also e-mails too but they don't give me any response so please tell me what should i do ?

I have no good advice to you except to keep checking if they website comes back up. Do they have a phone line? That is the best way of getting in contact.

Is your server currently down or are you able to access it? If it is down and they haven't responded after a reasonable amount of time, you could consider backing up your data and transferring to a new provider. If your server is not reachable, then the best option would be to try their phone number listed above. The alternative would be to reach out via their social channels (see if they have a Twitter support handle or Facebook account) and ask them to look into the ticket. How long has it been since you created your first ticket?

They have their phone and fax number listed on their website. Try both of them.

I see their site is live now and they are old host. So it appears a bit strange behavior from them. If you have another email address - create new ticket or email them from it and just ask if they are still in business. That will help you to figure out if they ignore all including new emails or just you.
