| Doubt you will find a deal for less than $4 a month for a windows reseller account; much less a shared account with mssql.
You should up your budget a bit, and search here for "potentials", and then do a search of each for feedback.

| Personally, I'm sure that even the most outrageous package/price combination will have an offer out there that fits it. But an offer is just a promise, and promises are not necessarily kept.
Try the search feature at various hosting directories like findmyhosting.com and hostsearch.com, maybe you'll find some offers to fit your requirements. Chances are though that you'll find it worthy to up your budget after you'll do a research on the very cheap companies.
