If that's the only requirement, this is definitely possible and you should be able to find this by googling "USA Dedicated Server".
Assuming it is not the only requirement, you should probably let us know more about your requirements so users can point you at the right direction. Please remember that hosting providers can't offer you offers in this forum except for threads in the forum aodat2 linked you to.

We can't possibly make an educated recommendation based only on price. That would be like asking for recommendations on buying a motor vehicle for $15000. Yes, you should mention your hardware requirements then only we will be able to help you with suggestions. Ofcourse you will be able to find dedicated servers in that budget, but requirement matters.

Its not difficult to have a server with this budget. Kindly visit dedicated serrver offer page to search around. I believe you get some nice deal over there.
